The province of North-Holland scores worst of all twelve provinces on transparency. This can be concluded on the back of a research done by the Open State Foundation, and the Dutch newspaper called de Volkskrant. Codes of conduct for integrity are outdated, additional positions are not properly passed on as information, and there is no register of the gifts received. The codes of conduct of North-Holland even date from 2012. In short, North-Holland is at the bottom of the transparency index, while the provinces Limburg and Utrecht are at the top.
The Open State Foundation ranks provinces on six topics, namely the latest codes of conduct, cooling-off period (a period in which former administrators are not allowed to perform paid work for the province), appointment, additional positions, public calendars, and gifts received. Full transparency is important for trust in democracy.
